My Toshiba 2300 keeps restarting and wont let me go to safe mode or anything it keeps restarting? has any one had this before? know what to do? my memory is inserted properly

Have you tried replacing memory with a known good module?
Minimize the laptop as much as you can. Remove battery, HDD, DVD drive, disconnect LCD from the motherboard. If the laptop still restarts on its own, probably it’s bad motherboard.
